A card affected by an effect with this code must be Tributed when performing a Tribute, even if it's not a card that can be Tributed by default (usually cards a player controls or in their hand). This is not optional, unlike EFFECT_EXTRA_RELEASE_NONSUM and EFFECT_EXTRA_RELEASE_SUM.
