A card affected by an effect with this code can also be Tributed, except for a Tribute Summon, in addition to the cards that can be Tributed by default (usually cards a player controls or in their hand). To allow Tributing for Tribute Summons only, use EFFECT_EXTRA_RELEASE_SUM instead.
