Constants that can be combined with counter codes (by adding them or using bitwise OR) to modify their behavior.

Constant	Value	Summary
COUNTER_WITHOUT_PERMIT	4096	Counter can be placed on any card.
COUNTER_NEED_ENABLE	8192	Counter is removed when the card it's placed on is negated.
